RAP Index was launched by The Felkel Group after years of partnering with Fortune 500 companies, national associations, and large coalitions on complex advocacy campaigns. We saw a critical gap: organizations lacked a clear understanding of the relationships their stakeholders had with elected officials—and who their strongest internal advocates really were.
Starting in the late ’90s, technology made it easier than ever to contact elected officials. But too often, organizations leaned on volume tactics—like form emails and social media blasts—that overwhelmed policymakers without truly influencing the debate. In fact, research from the Congressional Management Foundation shows form messages are among the least effective tools to sway official positions.
